Urban growth and other agricultural development outside the districts is greatly affecting and diminishing the underground supplies. Pinal County depends mostly on the Gila River and the Santa Cruz River watersheds for its supply of both surface and subsurface water. In the last thirty or forty years, it seems that Arizona as a whole has suffered from recurring drouths. Especially is this true of the Gila and Santa Cruz watersheds, with the result that our county faces an almost certain agricultural and economic collapse unless a new source of water can be found. The four petitioning electrical districts are making application for their entire area. The districts are prepared individually and/or collectively to take on the task of forming at the proper time an irrigation district, conservancy district or such other organization as is required to qualify to receive water from a delivery source and to deliver it to individual users. There is no question that the area is willing and anxious to cooperate in any manner, to vote bonds or obligate itself in any reasonable manner for its portion of the construction costs involved in bringing in supplemental water and delivering it to individual users. Representatives of our districts were among the small group that originally worked on the plan and organization which later came to be known as The Central Arizona Project Association.
