Letter: From Sidney Kartus, to Members of the Twenty-fourth Arizona Legislature, February 2, 1959, page 1February 2, 1959 To Members of the Twenty-fourth Arizona Legislature Dear Colleague: I am submitting herewith for your information copy of a protest to the Federal Power Commission regarding the Colorado River. Dear Sirs:- The Arizona Power Authority having submitted to your honorable body in July 1958, an application for "Colorado River" Project to construct dams at Bridge Canyon and Marble Gorge sites on the Colorado River within the State of Arizona for the sole purpose of generating hydro-electric power, we, the undersigned, hereby protest against the application. The parties duly protesting by this letter are as follows: Sidney Kartus, as successor to Fred T. Colter, who made the water and power filings for the State of Arizona and water users on Bridge, Marble Gorge, Glen Canyon and other dam and canal sites on the Colorado River beginning in 1923, before the Arizona Water Commissioner as set forth on the list thereof attached hereto, and before the Federal Power Commission beginning in 1925, filing number 660; The Arizona Highline Reclamation Association, founded in 1923; the Glen-Bridge-Verde-Highline Pre-Organization Irrigation and Power Districts, founded in 1925; and the Colter Water Project Association, founded in 1952 (incorporated). Under date of November 27, 1957 and also July 26, 1957, we previously protested to your Commission against the application submitted to you by the City of Los Angeles, California, to construct a dam at Bridge Canyon dam site for power only. The present protest against the application of the Arizona Power Authority is made on the same grounds as those listed in our Los Angeles protests, copies of which are attached hereto and made a part of our protest submitted in this letter. These grounds of protest consist of the following; both applications are for generation of power only, and not for multiple purpose uses and comprehensive development of the river; neither application is part of a project that provides for maximum irrigation, municipal, domestic, and other uses of water of this river in Arizona where the sites are located; both applications infringe upon theEpson Perfection 4870 Photo, 400 dpi, 8 bit, 2,192,727 byte
