Although the Power Authority was created primarily to develop the hydroelectric potential of the river in order to provide an economical source of power for pump irrigation and drainage, the Legislature further authorized the Authority to provide a power revenue subsidy to help defray the costs of diverting Colorado River water into Arizona.
