MEMORANDUM FOR THE RECORD; Subject: Arizona-California Meeting re Pacific Southwest Water Plan Attending today's meeting were Senators Hayden and Fannin of Arizona, Senator Kuchel of California william Stover representing Senator Murphy; Governor Brown accompanied by Irv Sprague and Window druch(??) Governor Goddard accompanied by Evo Deconcini and Ben Foote, Representative Rhodes of Arizona and Representative Holifield of California, and Secretary Udall. Other staff people present included Paul Eaton of the Senate Appropriations Committee, Richard N. Little, Minority Council of the Senate Interior Committee, and Ed Davis, Administrative Assistant to Senator Hyden. At the end of an hour of rather full discussion a tentative agreement was reached between Arizona and California representatives present with the concurrence of Secretary Udall for the Department. Essentially it is that legislation for a regional Pacific Southwest Water Plan would include: 1.
