These purchases enable the marketing of firm power at load factor over the critical period (taking the cost of purchased power into account) more nearly representing that associated with long-term average flow conditions than would otherwise be possible. In essence, the availability of reasonably priced steam energy and hydroelectric energy from other systems is, as to the Government's Colorado River system hydroelectric operations, as though we were plugging in another source of water. It illustrates, in a rough, general sense, what will be possible of accomplishment as to water uses within the Colorado River Basin when additional supplies of water materialize.
