Memorandum Concerning State Preparations for Lower Colorado

Memorandum: To Director, Resources Program Staff, from William T. Davoren, "State preparations for Lower Colorado River Basin Project hearings", August 19, 1965, page 2A series of meetings is being held this week and over the weekend in Washington, D. C., to finalize the positions of the Colorado River Basin states on the LCRBP prior to the beginning of the hearings on Monday, August 23. I do not know of any meetings involving these State representatives and Bureau of Reclamation or Department of Interior personnel. However, it appears that such meetings may be vital to the success of the hearings. Perhaps this is being handled through informal contact between the Secretary of Interior and the Commissioner of Reclamation with key Congressional representatives such as Senators Hayden and Kuchel, and Congressman Aspinall, such State and Commission representatives as Mr. Ival Goslin, Mr. Felix (Larry) Sparks, Bill Gooken, Dallas Cole, and others. Here are the meetings scheduled to the best of my knowledge, all in Washington, D. C.: August 18--meeting of technicians of all Colorado River Basin states, for State and Commission representatives only. August 20--Upper Basin State and Commission representatives meet with Congressman Aspinall. August 22--Commissioner Dominy will meet with Reclamation people to prepare for the hearings. William T.
