Document: Committee Print No.25, July 6, 1966, Subcommittee Amendment to H.R. 4671, 89th Congress, 2D Session, page 6564 1 scribed in article III (c) of the Colorado River compact, 2 if any such deficiency exists and is chargeable to the 3 States of the upper division, but in any event such re- 4 leases, if any, shall terminate when the President issues 5 the proclamation specified in section 304 (b) of this Act. 6 (2) Releases to comply with article III (d) of the 7 Colorado River compact, less such quantities of water 8 delivered into the Colorado River below Lee Ferry to the 9 credit of the States of the upper division from sources 10 outside the natural drainage area of the Colorado River 11 system. 12 (3) Storage of water not required for the releases 13 specified in subparagraphs (1) and (2) to the extent 14 that the Secretary, after consultation with the Upper 15 Colorado River Commission and representatives of the 16 three lower division States and taking into consideration 17 all relevant factors (including, but not limited to, historic 18 streamflows, the most critical period of record, and 19 probabilities of water supply), shall find to be reasonably 20 necessary to assure deliveries under subparagraphs (1) 21 and (2) without impairment of consumptive uses in 22 the upper basin pursuant to the Colorado River com- 23 pact: Provided, That water not so required to be stored 24 shall be released from Lake Powell: (i) to the extent 25 it can be reasonably applied in the States of the lowerEpson Perfection 4870 Photo, 400 dpi, 8 bit, 1,817,578 byte
