Adopt as a plan objective the provision of such facilities as will be required to guarantee the equivalent of 7.5 million acre-feet of water per year of Colorado River water to the States of California, Arizona, and Nevada, either directly or through exchange arrangements. d. While the plan to accomplish c. may cost $2.5 billion or more, an initial authorization for appropriation of funds should be proposed at a substantially lower level. Every effort should be made to meet the above objective at the lowest possible total cost. Water Supply: Following a final conference with representatives of the States of California and Arizona, Bureau of Reclamation estimates of future water supply available from the Colorado River at and below Hoover Dam will be used in the report. The report should stress, however, that these estimates will be subject to continuing study and periodic modification in the future as judgment projections are superseded by historic experience. Canal lining: Measures to line the All-American and Coachella canal systems will not be recommended for initial authorization as part of the Pacific Southwest Water Plan. Nevada Projects: All three stages of the Southern Nevada Water Supply Project will be recommended for immediate authorization. Provision, however, shall be proposed for stage-funding of construction.
