The Upper Basin, reg ardless of annual stream flow, is required by the Colorado River (Santa Fe) Compact to deliver 75 million acre feet every 10 years (averaging 7,500,000 annually) to the Lower Basin at Lee Ferry. California gets, under the Supreme Court decree, 4.4 million annually; of this, Metropolitan Water District gets 550,000 acre feet. Palo Verde Imperial Coachella Mexico, under the 1954 treaty, gets 1.5 million, theoretically from both upper and lower basins, but exact source undecided--or is it? It is estimated that channel losses total 1.2 million acre feet annually and that evaporation losses total .8 million acre feet annually In Arizona, 1.1 million is the estimated annual use in the Yuma area 1.2 million for Central Arizona Project would leave .5 million for Kingman, Indian reservations and exchanges.... MWD is now diverting 1.1 million to the coast; court cuts it back to 550,000 Certainly it will be cut back to 550,000 when C.A.P. comes on line, so 650,000 has to be made up immediately.... Warne allegedly can go with us on our plan to guarantee the equivalent of 7.5 million in the river indefinitely, but California now talks of diverting no water to MWD, giving it all to the irrigation districts, and bringing the full amount needed by MWD down from the North. Fisher and Steiner reportedly are "kicking over the traces a little" on our idea, preferring the latter plan, which would only guarantee 7.5 million until 1997. We wouldn't start the connection to Coachella till 1990 anyway, so this may be only academic, says McCarthy...If we go along, we ask for a principle (from Congress) which we don't implement....Ken says that economically the $60 per acre foot we'd get from MWD for M & I water puts us in a better shape regarding feasibility instead of for agriculture at $15 per acre feet... We can meet the con gressional requirements of guaranteed water for C.A.P. for payout period, but not for the other projectsin Arizona Talk with Bill Palmer a day or so prior to meeting above...He sees the ultimate solution as water from the Columbia, pumped by use of the plutonium plant at Hanford, after AEC abandons it... This would firm up the base load in the NW and enable us to use the balance for pump power...
