The commission would endeavor in its work to arrive at a consensus of all members on all issues but failing this, full opportunity would be given for the presentation and report of individual views and alternatives. 5. The commission would be financed with both State and Federal contributions and would be vested with clerical and administrative powers adequate to its function. While it is expected that a sharply limited staff would be assembled to give day-to-day direction to the functions of the commission and be directly responsible to the chairman, it is anticipated that major reliance will be placed on existing State and Federal agencies for the detailed planning and investigative work. 6. Provision should be made for the commission as part of the proposed Pacific Southwest Water Project Act.
