General Comments Insofar as California is concerned, the basic objective of the PSWP appears to be to provide a supply of 1. 2 million acre feet per year from the North Coastal area of California to the Metropolitan Water District of Southern California (MWD) to replace MWD's present Colorado River supply, thus making more Colorado River Water available for the lower Colorado River drainage basin proper, principally Arizona, and to export an additional 1. 2 million acre feet of Northern California water annually to the Colorado River for the further benefit of Arizona and the Indian reservations in both Arizona and California. Very little new water would be produced for use in California beyond that presently available. No new water whatsoever would be provided for much of the Pacific Southwest region in California, the Mojave Desert area or Mono and Inyo Counties. The PSWP proposes a fundamental change in basic federal policy concerning pricing for municipal and industrial water made available by federal projects.
