Document: Before the California Water Commission, Statement of the Board of Supervisors of Contra Costa County Ex Officio Governing Board of the Contra Costa County Water Agency, November 1, 1963, page 3maining four pertain specifically to the effect of the Plan upon the Western Delta, and are: Operation studies based upon an assured minimum annual supply of 4,400,000 acre feet of "Colorado River Water" for Southern California, and indicating the availability of water supply from the Sacramento - San Joaquin Delta in the amounts and at the times indicated in the Plan, with particular reference to the initial 1,200,000 acre feet which the Plan proposes to divert from the Delta to Southern California, under Phase I; Plans of physical works in the Delta necessary to deliver a total of 2,400,000 acre feet of Northern California water to Arizona and Southern California; The proposed environment to be maintained in the Sacramento - San Joaquin Delta while said waters are being exported, and the allocation of responsibilities between the Federal and State governments for maintaining this environment; Specific benefits and possible detriments accruing to the Western Delta, including, but not limited to, a hydraulic barrier at Antioch for salinity control, fish and wildlife, water pollution control, recreation, and flood control. Basically, Contra Costa County desires: 1. To support future "basin-wide water resource development" in California, providing said development does not adversely affect the rights, entitlements, and needs of the Western Delta and the Counties of Origin; and 2. That the Delta's favorable environment be maintained and that the responsibility for maintaining this environment be incorporated in the Plan, by designating proposed upstream storage facilities on the Trinity and Eel Rivers as Phase I construction, and by including other additional upstream storage facilities as Phase II construction. Therefore, until such time as the "Pacific Southwest Water Plan" is modified as outlined above, we must respectfully urge the Plan, in its present form, be rejected by Governor Brown. : 2 :Epson Perfection 4870 Photo, 400 dpi, 8 bit, 1,250,303 byte
