Provisions similar to the California Water Code Section 11463, the watershed protection statute, should apply to the construction and operation of any export project. 5. The constructors and operators of any export project should fully recognize as paramount all existing water rights as established under state law. 6. To assure that only water surplus to the ultimate needs of the area of origin are utilized for export purposes, any permits for the appropriation of water for export should carry conditions similar to those imposed by the State Water Rights Board in Decision No. 990, February 9, 1961, pertaining to water rights permits for the operation of the Central Valley Project. 7. To insure that the Pacific Southwest Water Plan not be detrimental to the future economy of the areas of origin, there should be included in any legislation provisions for financing and constructing projects to meet the needs of these areas.
