STUDIES WHICH DEMONSTRATE THAT CALIFORNIA WILL NOT NEED THE WATER SUPPLIES WHICH HAVE BEEN PROPOSED FOR EXPORT TO ARIZONA. State officials and reports developed in connection with the California Water Plan have consistently made reference to the fact that California has enough water supplies to meet its ultimate needs if it received a full share of Colorado River allocation. In view of the prospect of a reduction in the Colorado River supply, it is difficult to reconcile statements that California has adequate water supplies for its needs and that, in addition, it has water available for export to Arizona. 4. IMPACT UPON THE DELTA POOL RATE OF THE CALIFORNIA WATER DEVELOPMENT PROGRAM. The Department of Water Resources has advised the Delta area that it is an area of origin and therefore is protected in its ability to obtain water from the State Project after December 31, 1963. The Department has further stated that the Area of Origin priority does not however extend to a price preferential. It seems to us that, if the Pacific Southwest Water Plan develops the cheapest Water on the North Coast, the resultant effect could be skyrocketing prices for State project water in the Delta. 5. PHYSICAL WORKS TO BE CONSTRUCTED AND ENVIRONMENT TO BE MAINTAINED IN THE DELTA.
