Statement of the Stockton and East San Joaquin Water Conservation District Relative to the Proposed Pacific Southwest Water Plan Presented to the California Water Commission

Document: Statement of the Stockton and East San Joaquin Water Conservation District relative to the Proposed Pacific Southwest Water Plan, November 1, 1963, page 4In order to do this the District looks, after New Hogan, to the Auburn-Folsom South Canal Project and in turn our principle concern with the Pacific Southwest Water Plan is with respect to the Plan's effect on the Auburn-Folsom South Canal Project. In this connection we have two principle concerns: 1. THE EFFECT OF THE PACIFIC SOUTHWEST WATER PLAN UPON THE EARLY AUTHORIZATION AND CONSTRUCTION OF THE AUBURN-FOLSOM SOUTH CANAL UNIT OF THE CENTRAL VALLEY PROJECT. We have heard the Honorable Secretary of the Interior of the United States and others state that additional reclamation projects should be authorized on the basis of need and that various proposed projects should not be considered in competition with each other. Nevertheless, we are also aware of the present attitudes of members of the House of Representatives and the Senate of the United States, that additional authorization and funding of Federal Water Projects cannot be expected grossly in excess of those authorized and funded in recent years. Thus there is raised in our minds the definite possibility of a very substantial delay in the realization of our hopes for the early authorization of the Auburn-Folsom South Canal Project in the event of early action upon the Pacific Southwest Water Plan.
