Neumiller MR. CHAIRMAN AND MEMBERS OF THE CALIFORNIA WATER COMMISSION: My name is Irving L. Neumiller and I am appearing today as one of the attorneys for the Stockton and East San Joaquin Water Conservation District. My appearance before you is in response to the notice of your Commission dated October 7, 1963 and is pursuant to authority of the Board of Directors of the Stockton and East San Joaquin Water Conservation District. The District which I represent was organized in 1948 under the Water Conservation Act of 1931. This year the powers of the District were expanded by Chapter 1775 of the Statutes of 1963 to include authority to engage in ground water replenishment activities and to levy replenishment assessments and related surface water charges.
