Letter Responding to Editorial About Central Arizona Project and Pacific Southwest Water Plan

Cohen, to Arizona Daily Star, January 17, 1964 (photocopy), page 2Page 2 obvious that a 1.7 billion dollar project benefitting 12 million people has a much greater appeal to Congress than a 1.1 billion dollar project benefitting only one million people. Both the editorial and Mr. Elson's article expressed concern over possible delays in passage of the Pacific Southwest Water Plan. Secretary Udall is scheduled to report to Congress on this plan within the month. Arizona has waited and worked nearly twenty years to obtain water from the Colorado River for central Arizona. We have a much better chance of success as part of an over-all regional approach than we would have going it alone. We should work for passage of the Pacific Southwest Water Plan, and seek separate authorization of CAP only if the Water Plan gets bogged down in Congress.
