But we cannot accept the proposition that the Central Arizona Project should be tolerated simply as another burden on the river. This would not only ruthlessly exterminate present uses in Californi but it would not even provide a secure basis for the new projec itself. To stabilize the situation on the Colorado. we look to a regional plan which will put the resources of the river to work to meet the 7.5 million acre-feet the Court divided or a reasonably equivalent supply. and which will endorse the concepts, encourage the attitudes and provide the means to further augment the supply in step with future needs. The only way in which each state on the Colorado can be assured of its entitlement without harm to another state is by importing water. We recognize that importation cannot take place without protecting the legitimate aspirations of the areas and states from which the water is exported. The his tory of the West has demonstrated repeatedly and in a variety of forms that one region or state xxxxx should not be developed at the expense of another.
