The majority of the new Arizona residents have settled in the metropolitan areas of Phoenix and Tucson, and in the adjacent areas of central Arizona. Prior to the Special Master's report and recommended decree being submitted to the Supreme Court, in December 1960, Arizona officials were mindful of the fact that the State was the fastest growing State in the Nation and recognized that additional data were needed to document the changes that had taken place since the 1947 report was published. Following the Special Master's report, the State of Arizona, through its Interstate Stream Commission, entered into a contract with the Bureau of Reclamation in April of 1961, under which the State contributed $100,000 to the Bureau to update the 1947 report. The State of New Mexico also contributed funds to assist in this report preparation. The results of these investigations were presented to the Arizona Interstate Stream Commission in an appraisal report dated January 1962. No Federal funds were used for this purpose. The Bureau of Reclamation's January 1962 appraisal report on the Central Arizona Project made no effort to estimate the quantity of water that would be available for importation to central Arizona from the Colorado River, because this question was still in litigation before the Supreme Court.
