The State of New Mexico also has contributed funds to update project data pertinent to that State. By the time Arizona became a State in 1912, plans for diverting Colorado River water to the most highly developed areas in the central part of the State were under discussion, and by about 1920, various plans for such diversions had been drawn. At the start of World War II, discussions between the Bureau of Reclamation and State officials of Arizona were in progress regarding cooperative investigations to develop plans for importing Colorado River water to central Arizona. Firm plans were not undertaken, however, because of the war effort. In 1944, Arizona's Governor Osborn called a special session of the State legislature during which time it ratified the Colorado River Compact, approved the contract with the Secretary of the Interior for delivery of 2.8 million acre-feet per year, plus one-half of any surplus of Colorado River water to Arizona under the Boulder Canyon Project Act, and also appropriated funds for cooperative investigations with the Bureau of Reclamation. Arizona State Senate Bill No. 4 provided $200,000 of State funds to be administered by the State Land Commissioner for cooperative investigations with the Bureau of Reclamation.
