It should be noted that under the Pacific Southwest Water Plan, Central Arizona Project pumping energy would be derived from the proposed Marble Canyon Powerplant rather than from Bridge Canyon Dam and Powerplant. This change would permit the entire capacity of the Bridge Canyon Powerplant to be available for peaking generation and thus, provide for maximum utilization of existing and proposed thermal capacity in the area as well as to provide the maximum financial contribution to the development fund. These hearings today are concerned with a bill to authorize the Central Arizona Project. The Committee is aware that a formal report outlining the views of the Administration as to the merits of this proposed bill has not yet been transmitted. My further remarks, therefore, will be directed to providing such factual information on the economic and engineering features of the project proposed in S. 1658 as the committee may desire. Because we will be talking about project facilities which were originally proposed in the Bureau's report of 1947, I will first provide some background information on that report as a basis for my remarks.
