Document: 88th Congress, 2d Session, Senate Calendar No. 1267, The Lower Colorado River Basin Project, Report No. 1330, Agust 6, 1964, page 1717 THE LOWER COLORADO RIVER BASIN PROJECT This section also specifically provides that- Nothing contained in this Act shall be construed to alter, amend, repeal, construe, interpret, modify, or be in conflict with the provisions of the Colorado River compact, the Upper Colorado River Basin compact, the Act of April 11, 1956 (Colorado River Storage Project Act) (70 Stat. 105), the treaty with the United Mexican States (Treaty Series 994), the opinion and any decree entered by the Supreme Court of the United States in Arizona against California (373 U.S. 456), or, except as otherwise provided herein, the Boulder Canyon Project Act (45 Stat. 1057) or the Boulder Canyon Adjustment Act (54 Stat. 774). Section 109 Section 109 establishes the Colorado-Pacific Regional Water Commission, composed of State and Federal representatives to act in an advisory capacity to the Secretary of the Interior particularly on planning under section 103. The great Pacific Southwest stands on the threshold of an era which can be marked by cooperation among the States concerned and the United States or by a continuation of the quarrels of more than half a century. We believe, as Commissioner of Reclamation Dominy stated to the subcommittee in hearings on August 27, 1963: *** we should quit acting like a bunch of bears around the honeypot and assuming this is the only feed we are ever going to get and divide up what is there rationally and all of us eat from it with the assumption that there is going to be more brought in when we are hungry, that we can do it. We have the know-how, the engineering competence, and the imagination necessary to keep this fastest growing area in the whole Southwest developing and keep the water supply available as it is needed. There is no question in my mind but what this can be done. TITLE II-SOUTHERN NEVADA WATER SUPPLY UNIT Section 201 This section provides that the Secretary shall construct, operate, and maintain the southern Nevada water supply unit to provide water from Lake Mead for distribution for municipal and industrial purposes in Clark County, Nev. The need of Clark County, in which the city of Las Vegas is located, for a supplemental supply of water for municipal and industrial purposes is acute. The cost of this unit is fully reimbursable with interest except construction cost allocable to the furnishing of a water supply to Nellis Air Force Base and other defense installations in the county. * S.
