This would require cheeking each individual proposal with Congressional delegation from concerned states. 3. Provide for development of plans for the importation of water into the lower basin and for coordination of such importation plans with other established investigation and construction progress, One of the obvicne poteatial sources of water for importation into the lower basin is the northern California and the southern Cregen coasial area. If this area were to be recognized as the ultimate soures of additional water for the lower basin, it would this be desirable to review plans for the construction of the East-Side Canal complex of the Central Valley Project in terns of its ultimate use in connection with such importation programs. The importation of water into the lower basin would not only provide a physical supply for the lower basin but, in addition, it would serve to improve the overall water quality available to some areas in the lower basin. 4. Besarve a supply of power for irrigation and (??)ET water pumping. 5. Authorize and establish the priority for the plonning of additional projects in the lower basin. 6. Make the $25 million allocation to flood contol in Hoover Dam noureimb(??) in a(??) with present national policy. The c(??)nt of such leginlation would go far to west the water problams of the lower basin by providing a soures of financial assistance, low cost purping energy, and such additional waters as needed. By exchange, such waters would be used to complete the development of the lower basin to its options potential. It was ressgnired in the dissussions that it was important to view the Central Arizona Project as only a part of a more comprehansive basinwide plan of water conservation and development. When viewed in terms of the total problam, it in obvions that the total power potential of the Lower Colorado River will be required to provide a soures of Financial assistance for irrigation and energy for (??)ping.
