Each customer will be informed of his tentative allotment and potential allottees will have two weeks to comment thereon. Commissioner Dominy then will review the comments and make recommendations to Secretary Udall for final allocations. In accordance with a formula established in the criteria, the Northern Division will receive the bulk of the power, while the Southern Division is receiving an ultimate permanent allotment of 20 percent of Storage Project summer capability and seven percent of its winter capability. Initially, the Northern Division will be unable to use all the power it is entitled to under the formula, thus permitting larger amounts of electricity to be marketed to the Southern Division on a temporary basis. Power thus marketed can be recaptured, as warranted, by Northern Division needs on three-year advance notice. Normally, power sales contracts are to run for a 20-year period. On the basis of 1967 needs, Northern Division applicants are allotted 616,810 kilowatts for the summer season (April through September), and 632,750 kilowatts for the winter season (October through March). On the basis of 961,000 kilowatts of capacity, there remain 344,190 summer kilowatts and 328,250 winter kilowatts to be allotted to Southern Division preference customers. First block of CRSP power will come from the initial generating unit at Flaming Gorge Powerplant in northern Utah. First electricity from Glen Canyon Powerplant in northern Arizona, the major power-producer of the system, is scheduled for June 1964, while power from the Curecanti Unit on the Gunnison River in Colorado will not be available unitil the summer of 1966. Fontenelle Powerplant, on the Seedskadee Participating Project in Wyoming, will add a small additional amount of power to the CRSP system beginning in 1965. Initial deliveries of power to allottees will be continuously stepped up to the full amounts of the allocations as successive generators at these powerplants go into service. Under established marketing criteria, customers have not been permitted to reduce purchases of power from other projects in their marketing area in order to contract for CRSP power. Such existing power purchases, described as " retained resources," are subtracted from preference customers' total load requirements to arrive at their net allocations of CRSP power. A second allotment of Storage Project power will be made to Northern Division applicants in January 1965, by which time the ultimate CRSP generating capability and in-service dates will be determined more fully.
