Cregg 214 East Clamosks Boulevard Clendale 7, California Dear Mr. Cregg: Secretary Udall's copy of your December 12, 1962, letter to Congressman K. Allen Smith, in regard to potential power developments on the Colorado River between Glen Canyon and Lake Mead, has been directed to our attantion. It is our purpose in this response to provide you recent information on this situation and to present to you the views of the Bureau of Reclamation and the Department of the Interior. The September 10, 1962, action to which you refer was not the granting of a license to the Arizona Power Authority by the Federal Power Commission; on that date the Commission issued the findings of one of its examiners favoring a license to the authority. Further, the purpose of the Arizona Power Authority proposal is not to furnish water to land in the (??) area, but is solely to generate electric energy to be marketed by the Authority. On November 30, 1962, Secretary Udall filed exceptions to the Examiner's finding, predicated primarily upon the importance of integration in the planning and operation of any facilition constructed at the Marble Canyon site with the comprehensive plan for development of the Colorado River. It is the view of the Department of the Interior and the Bureau of Reclamation that development of the potential of the Colorado River between Glen Canyon Dam and Lake Mead represents a significant re(??) utilisation opportunity that should not be ignored. However, such development should be directed toward the solution of water shortegne in the Southwest, as well as to providing additional hydroelectric power to meet the area's power needs. The conservation and development of fish and wildlife resources and the provision of needed recreation facilities should also be a part of any development of this stretch of the river.
