Document: United States of American Before the Federal Power Commission In the Matter of Arizona Power Authority, Project No. 2248, Application for Reconsideration, September 6, 1963, page 1211 In these circumstances, and in particular, in light of the Act's purpose to encourage prompt development of the nation's water resources, it is, as Commissioner Ross stated, "nothing short of unconscionable" on the part of the Commission to permit, let alone provide for, additional delay and expense other than for the most compelling of reasons. As we will now show, no such compelling reasons are set out in the Commission's order of August 16, nor are they in fact present here. III THE FURTHER DELAY PROVIDED BY THE AUGUST 16 ORDER IS UNWARRANTED It would seem from the face of the Commission's order of August 16, that the Commission's sole purpose in further deferring decision on Arizona's application for a license for its Marble Canyon project is to permit the Secretary of the Interior to file with the Commission the plan for the development of the Colorado River which he expects to present to Congress in January 1964 and to allow comments thereon by the parties to this proceeding. This plan of the Secretary is, we submit, irrelevant to the Commission's consideration herein and hence, the promulgation of the Secretary's plan provides no reason for further delaying decision on Arizona's application.
