The plan contains little or no flood control benefits for California, and employs the Sacramento River as a conveyance channel without indicating an increase in the federal share of the cost of channelization and protective works. 2. The proposal recommends a peripheral canal and offers no improvement or protection of water quality in the Sacramento-San Joaquin Delta.
