No assurance in plan that California will continue to receive at no additional cost a basic supply of 4.4 million acre-feet annually. Corollary Problem - Secretary of the Interior, in order to assess costs, still required under his proposal to define the relative rights of the three Lower Basin States in the event of shortage. Corollary Problem - Proposal takes Metropolitan Water District off of the river through exchange, but does not identify who must pay the $40 price for replacement water. 2. Inadequate protection provided for areas of origin and the states of origin, themselves. 3. The subsidy available in the basin account does not appear to be equitably divided amongst projects and states. 4.
