Udall, Secretary of the Interior, For Intervention, October 1, 1962, page 9The Lower Basin includes most of Arizona; the southern parts of California, Nevada and Utah; and western New Mexico - among the most rapid growth areas in the nation. The Central Arizona Development would provide only partial relief to the water needs of the Basin and must be considered as a part of a comprehensive basin-wide program to provide for the expanding water needs of this rapidly developing region. In looking toward the future, it is evident that, whatever the outcome of Arizona v. California, the needs of the Lower Colorado River Basin can be met only through concurrent accomplishment of water conservation measures and that, in addition to their contribution toward meeting the area's power requirements, financial assistance from existing and potential hydroelectric power developments along the Lower Colorado River will be required to accomplish such long-range objectives as (a) rehabilitation and betterment programs in all irrigated areas, including the lining or sealing of the All-American, Coachella and Gila Gravity Canals; (b) the salvage of water along the Colorado and Gila Rivers through channel rectification and clearing of phreatophytes; (c) the importation at the appropriate stage of development of additional needed quantities of water from surplus areas; and (d) the development of other potential projects in the Lower Colorado River Basin. 8Epson Perfection 4870 Photo, 400 dpi, 8 bit, 960,604 byte
