UDALL, Secretary of the Interior, files this Petition for Intervention in the above-styled proceeding, and as grounds for intervention shows to the Commission: 1. He is a citizen of the United States and Head of the Department of the Interior, one of the executive departments of the United States Government. As Secretary of the Interior he has charge and supervision over all the bureaus and other agencies of said Department. 2.
