Udall, Secretary of the Interior, October 10, 1962, page 1413 VI Finally, the Petitioner's petition and motions should be denied because they would engender unjustified and inordinate delay in the issuance of a license to the Authority. The rapidly expanding population of Arizona urgently needs additional sources of electric power. This proceeding has been pending before this Commission for more than four years. Various members of the Commission have in numerous speeches throughout the country recognized the need and desirability of expediting pending proceedings. The Staff of the Commission has recommended that the Authority's Project "should be constructed as soon as possible" (Staff Br. p. 40) (Emphasis supplied). The Presiding Examiner has concluded "that the public interest requires the immediate issuance to Arizona of a license for its proposed Marble Canyon development" (mimeo. p. 37) (Emphasis supplied). The Federal Power Act manifests a Congressional intent that water-power resources be utilized at the earliest possible moment. Every day the Marble Canyon project is delayed results in further and irretrievable waste of water power on the Colorado River.
