Udall, Secretary of the Interior, October 10, 1962, page 65 the thorough shambles to which the administrative process would be reduced if others asserting rights affected by an application filed with this Commission were similarly to await an Examiner's decision before seeking intervention. Indeed, it was to avoid the chaos which would result from this type of procedure that the Commission included Section 1.8 (d) in its Rules of Practice and Procedure. There is nothing in the petition and motions filed by the Petitioner to justify a departure from the requirements of the Rules of this Commission in order to accord him special treatment. III In view of the lateness of the hour and the absence of good cause, it is plain, we submit, that the Petitioner's petition and motions would have to be denied even if there were a question whether he had been previously unaware of the pendency of this proceeding. The fact is, however, that the Secretary and his Department have been fully aware of this proceeding throughout its pendency before this Commission. By letter dated August 8, 1958, the Commission advised the Department of the Interior of the Authority's application and requested its views pursuant to Section 4 (e) of the Federal Power Act. In a letter to the Commission, dated May 19, 1959, the Department stated that the report on the Authority's application was under preparation and would be forwarded when completed.
