Udall, Secretary of the Interior, October 10, 1962, page 32 "Petitions to intervene and notices of intervention may be filed at any time following the filing of a notice of rate or tariff change, or of an application, petition, complaint, or other document seeking Commission action, but in no event later than the date fixed for the filing of petitions to intervene in any order or notice with respect to the proceedings issued by the Commission or its Secretary, unless, in extraordinary circumstances for good cause shown, the Commission authorizes a late filing. * * *" In the instant proceeding, the Commission, by order issued August 11, 1958, originally provided that petitions to intervene should be filed by September 30, 1958. When the Authority filed an amendment to its application on November 25, 1959, the Commission, by order issued December 10, 1959, extended the time to file petitions to intervene to January 14, 1960. By order issued March 29, 1960, the Commission originally fixed September 12, 1960 as the date for the commencement of hearings. Subsequently, the date for the commencement of hearing was postponed and the hearing actually commenced on May 2, 1961. Pursuant to these notices, ten petitions to intervene were timely filed. Several of these intervenors alleged interest in the Colorado River Basin comparable to those now asserted by the Petitioner. However, no petition to intervene was ever filed by the Petitioner within the time set by the above orders or more than ten days before the original date set for the commencement of hearing or before the date on which the hearing actually commenced as prescribed in Section 1.8 (d) then in effect.
