The Mexican Commissioner agreed to approve such reports, which will provide evidence of the accounting of Wellton-Mohawk waters as part of the Treaty deliveries. An example of the form of the accounting report, with the added modifications noted and underlined, is attached as Exhibit D. As noted above, the Mexican_Commissioner understands that the Bureau of Reclamation may at times want to carry more than 300 cfs of the Wellton-Mohawk drainage waters through the extension channel, for discharge below Morelos Dam when Mexico orders only 900 cfs under Recommendation 5 of the Minute. It was understood that it was not the intention of the United States to deliver to Mexico more than 300 cfs during other periods. Relative to the average discharge to Mexico of 900 cfs, excluding Wellton-Mohawk drainage (when Mexico requests only the winter minimum) we pressed for an allowable range of discharge both higher than 1000 cfs and lower than 800 cfs, to make up the average of 900 cfs. Mexico would not agree, because it could not practically regulate within its irrigation system a greater variation and still meet its irrigation requirements of 900 cfs for its farmers. Recommendation 5 providing a commitment to the United States that Mexico would request the winter minimum scheduled deliveries of 900 cfs for at least 90 days during the five winter months, was accepted without change in Mexico City. Recommendation 6 relates to coordination of pumping by well selection in the Wellton-Mohawk District to minimize, insofar as practicable, salinity of waters above Morelos Dam, and to enable pumping and discharge below the dam of the more saline wells. The language in this Recommendation was changed in Mexico City from that in the 1/12/65 draft, because the Mexicans did not believe that the Mexican public would understand their agreeing to a statement to request pumping from the high saline wells for deliveries to Mexico. They understand that the effect of the new language is exactly the same as the old. The prior and new language follows (underlined): OLD (Draft 1/12/65) "That the pumping of Wellton-Mohawk District drainage waters which are to be delivered to Mexico above Morelos Dam be coordinated, insofar as practicable, with Mexico's scheduled deliveries at the northerly boundary, i.e., that the more saline wells be pumped during periods when the scheduled deliveries are high and the less saline wells be pumped when the scheduled deliveries are low; REVISED (Draft 1/12/65) "That the pumping of Wellton-Mohawk District's drainage waters which are to be delivered to Mexico above Morelos Dam be coordinated, insofar as practicable, with Mexico's scheduled deliveries of water at the northerly boundary in order to minimize the salinity of these deliveries;.."
