BOX 1859 OFFICE OF THE COMMISSIONER UNITED STATES SECTION AIR MAIL Dear Mr. Leonhardy: I submitted to you by letter of January 15, 1965, two copies of the English draft of Proposed Minute No. 218, "Recommendations for Solution of the Colorado River Salinity Problem" which constitutes the final text resulting from conversations held in Mexico City, January 12, and 13, 1965. A copy of this draft marked 1/13/65 is attached, Exhibit A. The discussions and understandings reached in the Mexico City meetings, leading to the final Mexico City draft, are outlined herein. The discussions began with the draft of 1/12/65, Exhibit B attached, which had been tentatively prepared and agreed to as a basis for consideration in Mexico City by the Mexican Commissioner and myself. This draft was the result of the recent series of negotiations in El Paso and Juarez, undertaken upon instructions of our respective Governments, and specifically in the case of this Office by the instructions from the Department, dated July 1, 1965. The first United States draft of a Proposed Minute was presented to Mexico on November 30, 1964, a copy of which is attached, Exhibit C. It is suggested that the following and corresponding paragraphs of that draft be read together. Reference is also suggested to the corresponding paragraphs of the prior draft of 1/12/65 (Exhibit B).
