Draft November 30, 1964 EXHIBIT C PROPOSED MINUTE OF THE INTERNATIONAL BOUNDARY & WATER COMMISSION UNITED STATES & MEXICO TO ACHIEVE A PRACTICAL SOLUTION TO THE COLORADO RIVER SALINITY PROBLEM The Commission reviewed the measures which the two Governments have taken to date to alleviate temporarily the problem of salinity of waters of the lower Colorado River, noting the improvement which has occurred in the salinity of effluent from the Wellton-Mohawk District and that continued improvement is anticipated. The Commission believes, with the scientific and engineering studies undertaken by both Governments as a basis, that it is possible to recommend a practical solution of the problem, as contemplated in the Presidential Communiques of March 16 and June 30, 1962, and February 22, 1964. RECOMMENDATIONS Accordingly, the Commission recommends that: 1. The United States construct an extension to the present Wellton-Mohawk District's drainage conveyance channel, to a capacity of 350 cfs., along the left bank of the Colorado River to a point below Morelos Dam, and operate a control structure in the extension channel in the reach between Morelos Dam and the mouth of Araz Drain which would permit theEpson Perfection 4870 Photo, 400 dpi, 8 bit, 2,477,335 byte
