Letter to the Governor

Letter: From President Lyndon B. Johnson, to Governor Goddard, 3/13/65 (carbon copy)3/13/05 Dear Governor Goddard: Thank you for your letter of February 5, 1965, concerning the proposed arrangement with Mexico for a solution to the salinity problem on the lower Colorado River. I appreciate the personal attention that you and the other Governors of the Colorado River Basin States have given to this complex international problem. The assistance that your representatives have extended to the Departments of State and Interior has been a major factor in developing a solution. I am pieased that the Basin States consider that the negotiators for the United States have done an excellent job in working out an arrangement with Mexico. I am assured by the Secretaries of the Interior and State that the concerns which the Governors of the Basin States have expressed have been taken fully into account and that the operating criteria provided for in the arrangement with Mexico are technically workable. The Department of the Interior is proceeding with the steps to initiate construction at an early date with the objective of having the necessary works in operation this coming October.
