This study aims for analyzing of permit violation causal factors land use alteration by developer. They're many violations by developers who prepared housing product for customers. This study was carried out by ranking of that violation causal factors, with Kendall's Test, and conducted by Spearman correlation test about developer and BPN. This research brought by 52 respondents, which spread around Daerah Istimewa Yogyakarta. Collected data resulted through 43 respondents from 52. The conclusion obtained from the study can formulated as follows: the main of violation causal factors are financial consideration, information limitation about regulation as usual.
