Memorandum: Memorandum of Understanding As to Functions and Obligations of Agencies to the United States in Carrying Out the International Agreement with Mexico in Minute No.218, Recommendations to the Colorado River Salinity Problem, April 26, 1965, page 24/26/65 -2- and actions on the part of the two Governments as represented in the case of the United States by the Department of State and in the case of Mexico by the Ministry of Foreign Relations; and d) Whereas, in order that the international and domestic responsibilities and functions prescribed by the Minute, may be coordinated and executed in accord with the principles set forth in the Memorandum of Understanding of February 14, 1945, it is mutually desirable to define and set forth the further specific jurisdiction and functions required to be exercised by the Department of State and United States Section, International Boundary and Water Commission, and by the Department of Interior and its agency--the Bureau of Reclamation; The following Understandings with reference thereto are recorded, subject to the appropriation of funds by the United States Congress, as follows: 1. The Department of the Interior, Bureau of Reclamation, will be the responsible United States Government agency to: A. Design and construct within six to seven months after appropriations and maintain an extension to the Wellton-Mohawk Irrigation and Drainage District conveyance channel, with a capacity of 353 c.f.s., along the left bank of the Colorado River to a point below Morelos Dam. The extension channel shall be designed and constructed in a manner to, insofar as practicable, avoid seepage to the river.
