As you know, discussions have been held with Commissioner Friedkin and other officials during the week of October 5. During the meeting in your office on October 6, Mr. Friedkin distributed on October 5, 1966, draft of a Minute between the United States and Mexico on the essential provisions of the solution to the salinity problem. We are enclosing a revision of the initial draft on this proposed minute between the United States and Mexico.
