STATEMENT OF BOARD OF SUPERVISORS OF SAN JOAQUIN COUNTY FLOOD CONTROL AND WATER CONSERVATION DISTRICT CONCERNING THE DEPARTMENT OF INTERIOR PACIFIC SOUTHWEST WATER PLAN Presented to THE CALIFORNIA WATER COMMISSION November 1, 1963 Mr. Chairman and Members of the California Water Commission: My name is Alfred Souza and I am appearing today on behalf of the San Joaquin County Flood Control and Water Conservation District a county-wide District embracing all of San Joaquin County and governed by the Board of Supervisors of the County. A resolution of the Board of Supervisors authorizing this appearance is appended to this statement. I am chairman of the San Joaquin County Advisory Water Commission which advises the Board of Supervisors on all matters relating to water in the County. Our appearance is responsive to a notice of your Commission dated October 7, 1963. San Joaquin County is in a most unique position in the State when it comes to water problems. The western portion of the County embraces the rich delta area and contains some of the most valuable agricultural lands in the State and, for that matter, the world.
