IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Opposition to the Department of Interior's "Pacific Southwest Water Plan." RESOLUTION NO. 2337 WHEREAS the Secretary of Interior transmitted a report entitled "Pacific Southwest Water Plan" to the Governors of Arizona, California, New Mexico, Nevada, and Utah, under a letter dated August 21, 1963; and WHEREAS the Secretary requests that the aforementioned Governors review said report and submit comments by November 25, 1963; and WHEREAS the Secretary has indicated that he intends to present the Plan to Congress early in 1964, for the purpose of seeking Federal funds to meet construction costs of works outlined in the Plan; and WHEREAS copies of the Secretary's report, together with detailed explanations in connection therewith, have been difficult to secure so that full understanding of said Plan is not available to all those interested in water resource development in Contra Costa County; and WHEREAS a study of the Plan with such limited information as is at hand has indicated to this Board that this Plan could adversely affect the economic growth of the Western Sacramento - San Joaquin Delta, if adequate safeguards are not included in the Plan; and WHEREAS many of the planning concepts and assumptions incorporated in the "Pacific Southwest Water Plan" and certain matters relative to the Plan need clarification insofar as the Western Delta is concerned, including but not limited to: 1. Operation studies based upon an assured minimum annual supply of 4,400,000 acre feet of "Colorado River Water" for Southern California, and indicating the availability of water supply from the Sacramento - San Joaquin Delta in the amounts and at the times indicated in the Plan, with particular reference to the initial 1,200,000 acre feet which the Plan pro-poses to divert from the Delta to Southern California, under the FIRST PHASE; RESOLUTION NO. 2337Epson Perfection 4870 Photo, 400 dpi, 8 bit, 14,981,120 byte
