Statement of the Southern California Water Conference on the Pacific Southwest Water Plan October 28, 1963 The Southern California Water Conference has assiduously analyzed the Secretary of the Interior's proposed Pacific Southwest Water Plan within the time available. Experts have been called on to express their views. Members of the Conference, representing more than one hundred water distributing agencies in Southern California, have examined summaries and analyses of the Plan and made their several recommendations. From these deliberations the Conference concludes: 1. The proposed Pacific Southwest Water Plan is unacceptable to California for the following reasons: a. It contemplates abandonment of the Colorado River Aqueduct. b. It transfers 1.2 million acre feet of Northern California water to Arizona in a 1300 mile aqueduct. c. It implies delay in constructing the California aqueduct by reason of uncertainty in its sizing. d. It interferes with contemplated future stages of the California Water Plan and renders the California Water Plan more costly. e. California water rights are preempted. f. There is no showing that the benefits of the basin account will flow as indicated, or that any benefits would or could be guaranteed to California from the basin account. g.
