Arizona Comments 1. Arizona is vitally interested in the PSWWP because the State is at a crisis point in meeting its present water demands. The State supports the concept of regional planning as the only means by which adequate quantities of additional water can be made available to the State by direct diversion and exchange. 2. The Central Arizona Project is an urgently needed unit of the PSWWP which has been long delayed by litigation and should be authorized immediately and integrated into the regional plan when it is authorized. 3. The PSWWP should not be used as an instrument for delaying authorization of the Central Arizona Project or any other units of that plan which are now completely planned and ready for authorization independently to provide for urgent present needs. 4. If the inclusion of Marble Canyon Dam and Powerplant in a separate Central Arizona Project or in PSWWP will facilitate and result in the early authorization of the Central Arizona Project, then Arizona should agree to the inclusion of such dam and powerplant in the CAP or the PSWWP. 5. Arizona does not concur in water supply estimates in the PSWWP report and estimates that Colorado River flows available for future use in the river basin will exceed the quantities shown. The State considers that long-term future projections of river flows and upper basin development and water uses are matters of judgment not susceptible of a refined degree of accuracy so will not quarrel with PSWWP estimates. 6.
