An example, which is particularly notable since it too involves a proposed Central Arizona Project, is the eleven months which was taken by California to submit comments with regard to the Central Arizona Project proposed in 1947. Thus, it is doubtful whether the Secretary will be in a position to submit his plan to Congress in January, 1964 as he has indicated to the Commission. Consequently, keying the Secretary's submission of his plan in this proceeding to his submission thereof to Congress will engender further and unwarranted delays well beyond January, 1964.
