and a subsequent contract with the New Mexico Interstate Stream Commission recognized that the quantity of water available to Arizona from the Colorado River will remain indeterminate until such time as a Supreme Court decree is issued. This appraisal report, therefore, is based on the assumption of water diversion of 1,200,000 acre-feet annually from the Colorado River. This is the same assumption used in the original report. The studies are not to be construed as anticipating the terms of a decree or any interlocutory order in the case of Arizona vs. California, now pending before the Supreme Court of the United States, or affecting any rights or claims to the use of waters of the Gila River under existing decrees. Authority and Financing The preparation of this report is authorized by the Federal Reclamation Laws (Act of June 17, 1902, 32 Stat. 388) and Acts amendatory thereof or supplementary thereto, and particularly the Act of March 4, 1921 (41 Stat. 1404). Costs for preparation of this report were paid from contributed funds provided by the States of Arizona and New Mexico under the terms of contracts between the United States and the Arizona and New Mexico Interstate Stream Commissions, dated April 24, 1961, and August 2, 1961, respectively.
