National Park System shall not contain developments inconsistent with preservation in their natural state for human wonder and enjoyment. The Congress, of course, can always authorize any development it feels necessary, even though it were to infringe park or monument lands. In establishing Grand Canyon National Park, the Congress anticipated need for encroachment and included the following language in the Act of February 26, 1919, authorizing the Park: "That whenever consistent with the primary purposes of said park the Secretary of the Interior is authorized to permit the utilization of areas therein which may be necessary for the development and maintenance of a Government reclamation project..."
