of the plan. Certain benefits, such as those associated with fishing in the major water conveyance canals and the State-financed California fishing lakes, have not yet been estimated. In terms of recreation, the benefits evaluated represent 4,126,300 man-days of increased fishing and hunting. Also, there would be an unmeasured but substantial increase in other forms of outdoor recreation related to fish and wildlife. Water should be supplied at Federal cost from project sources directly, or by exchange, for the operation of both Federal and State fish and wildlife installations, including fish hatcheries, fishing lakes, wildlife management areas, and refuges, sufficient water should also be provided to insure permanent pools in reservoirs and minimum streamflows needed for fish life and related public recreation opportunities. The proposals have been reviewed by the Directors of the fish and game agencies of Arizona, California, Nevada, New Mexico and Utah, and reflect their views and comments. I approve the plans and proposals outlined herein and described in more detail in the underlying report.
