at the potential Helena and Eltapom Reservoirs were estimated at approximately $17,000,000 by the Fish and Wildlife Service and Bureau of Outdoor Recreation. The State Report (Preview of Bulletin No. 136) indicates that the facilities which have been described could provide the water supply contemplated for the Pacific Southwest Water Plan. However, further comprehensive and detailed studies need to be made in cooperation with State and other Federal agencies to determine the most appropriate means of developing the 1,200,000 acre-feet of water supply. A great many possible reservoir conservation facilities have been investigated within the North Coastal area during the past several years. In general, the studies have been made on a reconnaissance basis, and are continuing with the objective of obtaining increased detail. General accord exists among the several agencies regarding the appropriate methods of water conservation on these streams to serve local needs and provide surplus water for export to other areas. The accompanying map, plate 3, a copy of the drawing included in the State's "Preview of Bulletin No. 136," shows the reservoir conservation possibilities in the North Coast area. This is indicative of the several potential opportunities of development. On the basis of studies made to date, it appears certain that, through a more extensive joint development by the Federal Government and the State of California, this quantity of water could be developed at the indicated cost; and, conjunctively, additional water supplies also would be conserved for other areas, including the State's Water Project and the Federal Central Valley Project. Thus, mutual benefits would be realized by all participants. Such a joint development should be considered on all major stream systems of the North Coastal section, particularly on the Eel River system with possible inclusion of an enlarged Monticello Reservoir; or on the Trinity River system with consideration given to inclusion of the Mad and Van Duzen Rivers. Additional intensive investigation is required, however, to firm up the details of the specific individual facilities and final plan of development.
