The use of ground-water storage as an alternative to surface reservoirs would also reduce evaporative losses, and is further discussed under a following section. Weather modification--Weather modification for the purpose of increasing precipitation is in a rather primitive stage of development due to the present rudimentary knowledge of cloud physics and precipitation mechanisms. This is true in spite of the fact that rather extensive investigations into these subjects have been made by meteorologists and "laymen" all over the world during the past 2 decades. In recent years, there have been a number of technological advances in the theoretical areas of atmospheric physics, but this new knowledge has not been applied to actual field studies. Furthermore, those field studies conducted in the past have been, at best, inconclusive due to poor historic data for the area concerned, improper design of field investigations, or programs too short in duration to provide adequate data for reliable analyses. Eventually all projects in which chronic or periodic water shortages prevail will be evaluated with respect to the feasibility of applying weather modification procedures. Because of the demand for water in the Pacific Southwest, the Upper Colorado Basin and the Sierra Nevada Ranges will undoubtedly be among the first to be evaluated, and, in all probability, will be the sites for future long-range, well-documented field operations. Water reclamation and reuse--The growing demand for water in the Pacific Southwest will require greater economy of use. The development of ways in which water of impaired quality can be beneficially reused is already important and will become more so. Because sewage effluents are being more frequently used for irrigation, research is needed on the survival of pathogenic and nuisance organisms in such waters. Watershed management and improvement--Watershed management involves studies and experiments to obtain the greatest possible benefits from water occurring on or within an area with respect to terrain, vegetation, and animal life with the least possible loss of the water itself and of the soils on which it flows. It involves implementing carefully planned practices and operations to achieve the utmost in resource conservation. In order to successfully carry out these objectives, much research is needed in watershed management. Better methods are needed for stabilizing slopes and streambanks to reduce the silt load of streams, and to regulate runoff from areas that have deteriorated from past intensive use.
